Operation and Maintenance of Vehicles Dedicated to Air Quality Monitoring for the Petrochemical Industry in Yunlin County, 2023

The petrochemical industry emits alkanes, alkenes, aromatics, and other VOCs, which are hazardous to human health. The two monitoring vehicles for the petrochemical industry are set up for the emission characteristics of The No. 6 Naphtha Cracker Complex, and the monitoring species include criteria pollutants, VOCs, H2S, and NH3. This project aims to maintain the regular operation of vehicles and equipment dedicated to air quality monitoring for the petrochemical industry. This goal is achieved through routine maintenance and QA/QC to ensure the accuracy of monitoring equipment and data quality. The second goal of this project is to understand the impacts of The No. 6 Naphtha Cracker Complex on regional air quality through data analysis. This information can be incorporated into policymaking strategies at the county level to improve air quality. Maintenance and quality assurance were performed on monitoring equipment at all levels according to a predetermined schedule.Only VOCs (C6~C12) in June, SO2 in September and NH3 in September didn’t reach the standard of data availability rate. And the data availability rate for all other months was over 80%. The Ciaotou Elementary School, Xucuo Campus is a long-term monitoring point for the perimeter of The No. 6 Naphtha Cracker Complex. In terms of the criteria pollutant, the levels of O3, 8hr, PM10 and PM2.5 exceeded the standard at the Ciaotou Elementary School, Xucuo Campus from January through November 15th 2023. And the exceeded days were 53 days, 1 day and 2 days, respectively. The higher levels of O3 are related to the higher background levels. Among the odor pollutants measured at this site, the levels of H2S and NH3 exceeded the olfactory threshold, ratios were 30.5 % and 9.8 %, the two species mainly from animal husbandry outside Xucuo Campus. The results of volatile organic compounds (VOCs) shows that alkanes accounted for 48.3 % of the total, followed by aromatics accounted for 23.4 %. Among the species, the highest level of average concentration was toluene, at 2.58 ppbv, vehicle exhaust emissions are the main source. In recent years, the problem of odor in Dounan Township has been frequently reported. From 2022, This year, the EPB instructed to deploy a monitoring vehicle for the petrochemical industry to the Dounan Municipal Stadium for monitoring. In terms of the criteria pollutant, the levels of O3, 8hr, PM10 and PM2.5 exceeded the standard at the Dounan Municipal Stadium from January through December 2023. And the exceeded days were 22 days, 2 days and 38 days, respectively. Among the odor pollutants measured at this site, the levels of H2S, DMS and NH3 exceeded the olfactory threshold. And the highest ratio was H2S, at 59.5 %, followed by NH3 accounted for 4.0 %. The H2S concentration increases during periods of low wind speed. There are many odor industries nearby. In the future, we should focus on industries to establish factory odor fingerprints to trace the source of pollution. The results of VOCs shows that alkanes accounted for 50.4 % of the total, followed by aromatics accounted for 26.8 %. Among the species, the highest level of average concentration was toluene, at 1.66 ppbv, vehicle exhaust emissions are the main source.
